Why Wuyi's Rock-Tea Gardens Are Growing Soybeans, Not More Tea
A 2018 law froze the total tea garden area inside Wuyishan National Park. What growers do instead of expanding is plant soybeans in summer and rapeseed in winter, straight through the tea rows, and the results are now measured.
A Wuyi rock-tea garden inside the national park boundary cannot get any bigger. That is not a growing choice a farmer makes; it is Article 38 of the Fujian Wuyishan National Park Regulation, in force since October 1, 2024, which puts the park's total tea garden area under a hard cap and bans clearing forest for a new or wider one (Fujian Provincial Forestry Bureau3). A garden planted before the rule that fails to meet the park's ecological standard is not grandfathered in. It is ordered to convert, on a deadline, into something the regulation calls "生态改造", ecological transformation. What growers actually do to satisfy that order, and to get more out of a garden they can no longer widen, is plant soybeans down the tea rows every summer and rapeseed every winter. The practice now has ten years of measured results behind it.
The law that fixed the boundary
Wuyishan National Park was formally established on October 12, 2021, when Xi Jinping named it among the first five national parks China created, at the COP15 biodiversity summit in Kunming (The State Council5). The park covers 1,280 square kilometers (about 494 square miles) straddling the Fujian-Jiangxi border. Of that, 1,001.41 square kilometers, 78.2 percent of the total, sits on the Fujian side (Wuyishan National Park Administration Bureau6).
Its regulation, though, predates the park itself. The Fujian provincial legislature first passed the Wuyishan National Park Regulation (Trial) on November 24, 2017, for the pilot zone that came before the formal designation, with Article 50 as the tea clause. That Trial regulation was superseded on October 1, 2024, by the Fujian Wuyishan National Park Regulation, which carries the same clause forward as Article 38: "武夷山国家公园内的茶园面积实行总量控制,禁止新建、扩建茶园" (tea garden area within Wuyishan National Park is subject to total-quantity control; building a new or expanded tea garden is prohibited) (Fujian Provincial Forestry Bureau3). A garden already growing when the rule took effect gets no exemption if it falls short of the park's ecological plan. It must be remediated within a set period. A garden that was illegally opened in the first place, though, is still handled as a violation, not just retrofitted.
The practical effect is that a Wuyi grower inside the park's line answers a question a grower almost nowhere else in the tea world has to answer: not "should I plant more," but "what do I do with the acreage I already have."
What growers plant between the bushes
The answer traces to one demonstration plot. In 2015, Liao Hong, a professor at Fujian Agriculture and Forestry University, led a team through a large-scale survey of Fujian's tea country and found what the region's own agronomists already suspected: decades of chemical fertilizer and pesticide use had left the soil depleted and imbalanced (People's Forum via Sohu12). Her team's fix, tested first on the tea mountain at Yanzike, in Xingcun township near Wuyishan city, is a rotation: soybean sown through the tea rows in summer, rapeseed sown through them in winter ("夏种大豆、冬播油菜"). Soybean roots host rhizobia bacteria in visible nodules and pull nitrogen straight out of the air into the soil, the biological nitrogen fixation legumes are known for (Fujian Provincial People's Government9); once rapeseed flowers, it is turned into the same ground; rapeseed pulls phosphorus out of the soil more efficiently than most cover crops, so ploughing it back in returns that phosphorus to the tea bush rather than exporting it (Fujian Provincial People's Government4). Neither crop is harvested for sale. Both are cut and turned back into the soil as green manure, so the tea garden effectively grows its own fertilizer twice a year.
The provincial technical standard built from that trial specifies the schedule precisely. Soybean goes in at roughly 1 kilogram per mu, inoculated with nitrogen-fixing bacteria, right after the spring tea harvest, then turned into green manure by early autumn. Rapeseed follows: broadcast at about 0.2 kilograms per mu in late autumn, worked into the soil again the following spring. On top of the rotation, growers add 40 to 80 kilograms per mu (roughly 535 to 1,070 pounds per acre) of a tea-specific organic fertilizer, itself held to a minimum of 45 percent organic matter and 6 percent nitrogen by content (Fujian Provincial Department of Agriculture and Rural Affairs1). No chemical fertilizer and no chemical pesticide enter the ground at all. Pest pressure is instead managed with solar-powered insect traps set through the rows.
How far it has actually spread
Yanzike's own tea mountain, 1,000 mu (about 165 acres), became the province's zero-chemical-input pilot in 2018. From there the model was written into a formal provincial technical standard and scaled fast. By 2021, cumulative demonstration area across Fujian had passed 30,000 mu (nearly 5,000 acres) since 2016. A further "radiation" area, gardens following the same practice without being formally counted as demonstration sites, ran beyond 300,000 mu (close to 50,000 acres) (Fujian Provincial Department of Agriculture and Rural Affairs1). By 2024, Wuyishan city alone had built out more than 100,000 mu (over 16,000 acres) of ecological tea garden (Fujian News10).
At the provincial level the shift is closer to the default than the exception. By 2023 Fujian counted 2.78 million mu (roughly 458,000 acres) of tea land under some form of ecological cultivation, about 80 percent of the province's total tea acreage. The province's 2025 target is 3 million mu (about 495,000 acres), with organic fertilizer use across more than 95 percent of tea gardens. Central government demonstration funding behind the push has run upward of 800 million yuan (roughly US$110 million), paid out over nine consecutive years of project cycles (Fujian Provincial People's Government, English edition11).
What the rotation actually changes, measured
The provincial figures are specific rather than promotional. A three-year soil study behind the standard found organic matter up 16.5 percent, available nitrogen up 247.8 percent, available phosphorus up 147 percent, and available potassium up 20.3 percent in gardens running the rotation (Fujian Provincial People's Government9).
At Yanzike specifically, the intercropping is credited with cutting the garden's potential phosphorus runoff by about 90 percent, cutting carbon emissions by roughly 30 percent, and lifting the plot's carbon sequestration to about 1.5 times its prior level. The same reporting attributes an overall economic gain of roughly 30 percent to the tea reaching a higher, quality-matched price, not to any increase in the volume picked (Fujian News10). An earlier account of the same garden put it more plainly: cutting the chemical inputs also cut pest and disease pressure, and left the leaf "色泽更绿、香味更足、口感更鲜" (greener in color, fuller in aroma, fresher on the tongue) (Fujian Daily8).
None of this is framed, in the source material, as a sacrifice made for the soil. It is framed as the trade that pays: a garden that cannot get bigger gets a better-tasting, better-priced leaf out of the same ground instead, at a measured cost in fertilizer and pesticide, not in the price the tea fetches.
